The "Times," in a leading article, observes that wliilo disclaiming any desiro to cause disquiet with regard to the situation in the Near East, "fresh dangers arc gathering.' The Balkan States are arming and intriguing against their neighbours. Tlio Albanian problem threatens tho good relations between Austria and Italy, and if the present rivalry among tho Balkan States continues it must almost certainly end in war, or bankruptcy, or both."
