PRINCE WJLLUM'S FLIGHT FROM, DURAZZO. By Telcirrapli—Press. Association—Copyriffat (Rec. May 28, 10.20 p.m.) London, May 28. Dr. Dillon, Special Correspondent in the Balkans to the "Daily Telegraph," states that want of tact on the part of h. Dutch officer, Major Sleys, was largely responsible for the recent crisis at Durazzo. Prince William, tho ruler of Albania, had not informed his Cabinet of the measures ho had prepared ngalnst Essad Pasha, who strongly mistrusted Major Sley—the latter has quitted Albania. The Dutch gendarmerio expected to crush the rising with the aid of the malissoris, but were disappointed, and Prince William, alarmed by accounts that thousands of fanatical Moslems wore at tho city's Rate, fled. Tho officials' of the foreign Powers shared in the panic in good faith.
