Addressing the Navy League at Breslau, Professor Wolf predicted that Mr. Lloyd George's burdens of taxes would drive capital out from Britain, which had almost reached -the limit of indirect taxation. Germany's taxable reserves wero greater and more inexhaustible than Britain's.
