■■■■■'■, FOR KARORI BOROUGH LOAN POLL TO BE TAKEN

Under the Wellington and Karon Sanitation ami Water Supply Act of 10U, power was given for the inclusion within the jurisdiction of tho citv oi Wellington for water supply, drainage, etc., of that part of the borough of Karori situated within the watershed of the XVainarra Strea.ro, and it wa-s provided that with the completion of thsse. or any one of such work's the city by«laws applying to such services shall become operative within tho district. This means practically that- tho area _ shall become part of the city of Wellington for' the purposes of the ad* ministration of theso services.

Under the provisions of. tho special Act named, it: devolves upon the citv to arrange for tho loan poll to be taken to raise the loan (if tho pitll is favourable'!, and-to undertake tho work of instituting water and drainage services, the loan to bo secured by a *poeial rate struck over the area affected to cover tho interest payable on the losm, and also, tho cost of administration, repair, maintenance, etc.

This work is to be- undertaken forthwith, and to that end an electors' roll is now being prepared at the Town Hall. There will bo two issues submitted to tie burgesses of tho district, one for a loan for. i-eticalating the. district for a water supply, and the other for drainage works, and as such Works are urgently demanded by tho' people eon* cerned, thera is little' doubt that the loans will be sanctioned. All rateable lands are included in tho special rating area, and no person is entitled to object to his name being included in the foil bc-ing prepared cither on tho ground that his property will not- be benefited or that it will bs only partially benefited by tho expenditure of tho'proposed loan.

Respecting tho levying of a water rate, the Act says;—

■ "The council shall, after the first day of April, 1914, make and levy in the said area, and all property in the said arcs shall la subject to tho same, water rates and charges as arc made and levied in. the poxts. of the districts of Wadestowu and SforthJand that a/ra supplied by any 'system of water supply other than the ordinary gravitation system 'of the .city."

"There shall bo payable out of tho proccedis of the water rates and chargcs so made and-levied: (a) The cost of-ad-ministration of .tho provisions of this Act relating to waterworks or water supply; (b) the- interest, sinking iumh and other charges of ail loans" raised under this Act for waterworks or water supply, title, balance, if any, shall be deemed to be ntoiMjrs of ill® city accru-, inp from waterworks.

"So long as tho proceeds of tho water rates and charges made and levied under this Act shall bo sufficients to meet the charges tinder paragraphs fa) and (b), ISO special rates shall bo collected hi respect of any loan for waterworks or water supply tinder this Act."
