Before tlio Venereal Diseases Commission, Sir Herbert Smalley, Commissioner of Prisons, gave ovi'dence that under two per centum of persons admitted to tho local prisons suffered from venereal disease. Seventeen per centum of the prisoners in tho convict- prisons showed symptoms of syphilis. Ho did not, he added, favour'a system of compulsory notification as a remedy, but recommended that freo treatment * sliould bo roadilv accessible to stem sufferings of those afflicted:
