M'lienzio (Wellington), J. Francis (,Wanganui), L. Sievers (secretary), and W. J. Meredith (a member of tho executive). Appointment of Referees, In moving tho adoption of the annual report and balance-sheet, Mr. Isaacs said that they could see that the association \Vas still doing well, notwithstanding tho fact that it had not received a grant from the Rugby Union for several years. Tho speaker wished to stress one paragraph in the annual report. The paragraph ir. question read as follows:— "That tho executivo reiterates the motion carried 1 at a previous annual meeting that associations be urged to uso every effort towards securing tho insertion of a by-law in their local Rugby Union Club's contest rules, whereby tho appointment of referees to sucli matches bo left solely in the hands of tho local referees' association." There was a tendency nowadays, continued Mr. Isaacs, to leave tho appointment of referees wholly in the hands of the Rugby Unions, and .thero was as a consequence great dissatisfaction among some associations at the way in which thing 3 were going. The New Zealand Association wished to impress 011 referees' associations tho necessity of endeavouring' to secure a by-law so that the appointment of referees should bo left solely in tho hands of the associations themselves. The only way to bring this about was to liavo members of referees' associations oh the Rugby Unions. Mr. M'Kenzio considered that the matter should be brought before the New Zealand Rugby Union at its annual meeting noxfc week. The thing was to get at tho fountain head, and see whether or not they could got the Men Zealand Union's support in the matter, and liavo them instruct tho affiliated unions accordingly. Speaking sis a member of the New Zealand. Mr.: Isaacs said that ho was afraid that the union could not instruct its local unions in tho matter, much as it was desired. They could recommend. That was all. Ono of tlio weaknesses of the New Zealand Un,ion •was that it could not interpret tho bylaws' of its affiliated "unions Eventually Mr. Card moved that ' a deputation, consisting of Messrs. M'Kenzie,. Sievers, and G. C. Fache, bo appointed to wait on the Rugby Union at its annual meeting to place the matter' before it, and that the secretary of the union be written to accordingly. It was' decided that the East Coast Referees 1 Association be affiliated to the New Zealand body. • Election of Officers. The election of officers resulted as follows:—President, Mr. R. M.
