JackMoughan and Thomas Torpy r,-ero charged at the Magistrate's Cour t yesterday with being bookmakers .and with betting at the Phoenix and Cafe de Paris Hotels respectively. - It was stated in evidence that the modus operandi of tho po ice wasi to brin" two strange constables to faiSon, and use them to make be s, each constable co-operating with the other. On several occasionsi. horses backed by the police won, and dividends wre duly paid 1 over. A feature of the procure was that the constable who ■made the bets arranged, at suitable.intervals, to retire with his coltoagoo to come place of privacy and the e searched by him in order to keep tally of his financial progress.
