They would not permit heavy traffic in -winter (this had to Im dorio in the summer months), nor would they allow the use of narrow tyros, or heavy wagons, and bullock dravs wore, absolutely debarred frow using tho roadii in winter. _ In the North Island, however, local bodies seemed to take no caro of or paifts with their roads. The nature/of tiro country on which the- roads wore Md in the North Island demanded more caro than in the South, for the Inn (J. hero was mostly loose and friable, ani metalled roads would not stand heavy and indfscnmmate traffic in winter. This was a matter that demanded careful and immediate attention. Local bodies- if thoy wanted decent, roads roust take care of thorn. At the present time thoy were supremely carolcss of what traffic they allowed— hence- tho constant appeals to tho Government.
