The Independent Labour Party's conference, by 283 to 78, has adopted a resolution condemning tho Cabinot system of government, and favouring independent action in Parliament. Mr. F. W. Jowett, M.P. (Independent Labour Part}'), who was elected chairman, said that tho Labour members of tho House of Commons, in their loyalty to Homo Rule, wero blackmailed and constantly compelled to voto against their consciences, sometimes for tho deliberate purpose of keeping tho Government in office. He refused to be a bond-slave. Tho conference also resolved upon a protest against increased armaments, arguing that an International Arbitration Board should Bettlo disputes between the nations. ' A resolution was also passed condemning the attempts to subvert the Army for political purposes.
