GERMANY'S FOREIGN MONEY POLICY

April 15, 11.10 p.m.) Berlin, April 15, Herr Ballin, the shipping magnate, in an article published in tho "Lokai Anzeiger," criticises Germany's foreign money policy. It is impossible, he says, for Germany ■ to, have a good foreign policy so long as she is constantly increasing the surplus national wealth reserved for industrial and municipal' requirements. Germany, ho points out, seldom participates in foreign loans, while France and England each take money abroad, with great political and practical advantage, opening up now markets, and also providing them. A large part of the money lent is returned in the shape of orders, particularly for shipbuilding.
