The State Canals Committee- has considered tho Canal Bill from tho economic view-point. The Federal Commissioner of Navigation, Mr. Chamberlain, declared that the United States would, be wrong to exempt any of its shipping unless the Government itself met tho cost of tho passago of tho exempted ships through the Canal. Exemption, he added, ought not to add any burdens to foreign shipping. Mr. Chamberlain favoured the payment of subsidies to American shipping instead of. tolls exemptions.
