A tremendous sensation has 1 been created in naval circles at' Washington by the promulgation of an order that naval officers will have to be total abstainers at sea, and in houses and clubs within naval yards on shore. It is explained that Mr. Daniels-{Sec-retary of the Navy) considers that alcohol is bad both for health and discipline. The popularity of the Administration has not been prejudiced by its blue ribbon tendencies. ■ i ■The army is fearful lest it should bo treated like the navy.
