Ho cxclaimed, amidst applause:-— "Touch tho Monroe Poctrine and the bristles on every true American rises instaatcr.- Those who asserted the Monroe Doctrino is dead reckoned without their host."

Mr. Clark concluded by praying to God to "prevent this stupendous tolly, this unspeakable, humiliation' of the American Republic." . The Bill now goes before the Senate. ' Twenty-five Republicans swelled tho Democratic majority. President Wilson refused to comment cn the House's vote. .
