Tho resolution was them watered down to an exjiression of the opinion of the House of a desiro to see the freedom conferred by the two Acts mentioned in tlio motion applied throughout-tho Lord Hugh Cecil (Unionist) thought that Mr. Harcourt might liavo remonstrated with the South African Government by pointing out that they were transgressing all' the principles of liberty. . Tho amended motion was passed.
