Page's explanation of hie speech before the British Chambers of Commerce as satisfactory. Ho is satisfied that Mr. Page referred to tho Panama Tolls Repeal Act as "Not to please England," instead of "not merely to pleaso England." The. incident is now closed so far as the Administration is concerned. - A resolution was adopted by tho Senate calling upon Mr. W. H. Page (American Ambassador to ' Knglnnd) to explain a speech on the Panama Canal question'made in London before the Associated Chambers of Commerce, in which ho ivas reported as having eaid that Great Britain would profit most by the construction of the Canal. , Mr. Page, 60 it ivas cabled on Saturday, said, that he was only joking at the time.
