PLOT AGAINST CARRANZA.
CONSPIRACY IN MEXICO. Br Telegraph—Press Association— Copyright Mexico City, March 15. Sonors Pina and Bonilla, two officials in a former Madoro Cabinet, have been arrested at Nogalcs, Sonora State. They are accused of conspiracy against General Carranza, the Constitutionalist leader. . Other arrests are pending. MEXICO DEFAULTS. "Times" and Sydney "Sun" Services. London, March 15. Mexico has defaulted in connection with the City of Mexico loan of £2,400,010. (Rcc. March 16, 5.45- p.m.) Washington,, March 15. General Carranza has informed Washington that ho is willing to treat with tho American Consuls for the protection of. foreigners provided their representative countries invest American Consuls with such authority'as would be tantamount to a recognition of Carranza's status as a belligerent. Carranza is virtually snapping his fingers in President Wilson's face, but the policy' of watchful waiting will ho continued unless dramatically upset. •
