AN EXPLANATION WANTED.

Sir, —I wish to protest against t}w continued inconsistent methods .of the Reserves Committee of the City Council. About two Mouths ago the City Council Reserves Committee refused permission to .Jwpp's Band to take up ii; collection at oue of their ]>erformances, on behalf of St. .Joseph's Orphanage, Upper Hutt, on tlio grounds' iliat it was not a local institution. Tho refusal was, accepted, but- n«t without discussion, as it was the first occasion that such permission was sought <?n behalf of that body. Just, prior to tins Exhibition baud contest tho Jfcstfm Committee granted tho St. Hilda Band (Dunediu) permission to take up a eol : lection at the liasia Reserve, at a con-cert-given by them on, their way north, I want to know if Comiffillor Frost (chairman of tiio Reserves Committee) will inform me. through the columns of this paper, why ho granted tb.e St. Hilda Band permission to take up a cal» 'lection, as they were distinctly not local, had no interests in Wellington, but were simply "holiikying."
