February 25, 10.20 p.m.) Washington, February 24. v The Naval Affairs Committee approved the administrations of tho twobattleships programme, but reduced the number of proposed destroyers from eight to six. A twclve-hundrcd-ton submarine is included in tho estimates, which total £38,000,000. The building of a number of submarines for the Pacific Coast protection is authorised.
