'The experiment tried in South Canterbury of providing farms for labourers who paid a deposit'of £25 and tho balance spread over twenty-five; years had been a griiat success, said Mr. Massey at a banquet last night. A similar experiment would be made at Masterton, where land had been purchased. ■ Referring to immigration, 1 he said tho Government would''continue the, policy of attracting the right class of-immi-grants to assist to bear the burden of taxaioli and get a good-class of settlers on the land. With reference- to ■ harnessing the water power, ho stated that where the Government was not ablo' to ulitise rivers or streams for electricity or other purposes, the local bodies should be. given the opportunity to do so! Tho Government would Hot follow a dog-in-the-manger policy. ■ • . Replying to a complaint re the clastf of building erected on Government property 'in the centro of the town, tho Premier stated'that, where the Crown owned land in a , city or, in a borough and erected buildings thcroii, it should conform'with the municipal by-laws.
