Sonio papers blame tho system, declaring that there are too many ornamental useless directors, and not sufficient- encouragement for tho staff. The "Observer" declares that not for many years has Britain received euch a sbock to her pride. Something must be wrong with the system of promotion. lho editor of the "Railway Hevinw" says that if Lord Hamilton's statement that it i* impossible to find a capable linghshnmn for tlie position be. true, it is tho greatest reflection cast upon English railway management for many years. The editor asserts that tlicro is plenty of ability among British railwayman, but they aro not given a chance. The _ "Westminster Gazette'* refuses to believe that Englishmen, who were the pioneers of the railway construction of the world, em incapable of managing the Great Eastern Company's system.
