TKo Federal Premier (Mr. Cook), in a speech at Cowra, described tho position of affairs in tho Federal Parliament, as "practically impossible." It was absurd to ta 1 k of passing non-con-tentious legislation with tho Houso constituted as it was and with a Senate, which flatly told the Government that it should pass nothing of wliioli tho caucus did not approve. No se'f-re-specting Government, sr.id Mr. Cook, could submit to such treatment. Tho taxpayers would have to decide, and return one party or tho other with sufficient strength to pass legislation. Ho foreshadowed an early appeal to tho country.
