A3amson (a member of the House of Representatives), Chairman of tho Foreign Commerce Committee, asserts that the Panama tolls exemption provision was inserted in tho Democratic platform without tho knowledge of a majority of tho Resolutions Committee. In consequence of this discovery, the way is now clear for d congressional debate upon a repealing measure. The subsidy question is not a cardinal plank of tho Democratic platform, therefore there is not likely to bo any real resistance to the President's programme. A cable message received last week stated that President Wilson announced that he would uso every legitimate influence at his disposal to repeal the provision of the Panama Act exempting American coastwise vessels from the pay- ' inent of tolls. • The President made it clear that he was unalterably opposed to the exemption, and emphasised the fact that he would endeavour to have the clmise rcpenled during the present session of CoDgress..
