EXTRAORDINARY^INCREASE. By Aesocintfan—OoDyrfeltt Washington, February 4. In the United States. Senate,-' Senator Ransdell, of Louisiana, proposed an amendment .to tlifr Federal Constitution by which divorce would bo absolutely prohibited throughout tlio United States and its possessions. Mr. Ransdell pointed out that nine thousand divorces wcro granted in 1867, or 27 per hundred thousa-lid. Seventy thousand divorces weM granted in 1906, or 86 per hundred thousand. Allowing for tho increase in population, divorces had increased in forty years by 319 per cent.
