It will provide that there shall bo no tests for tdacliers sad that tho Cowper-Templo teaching in singlo school areas shall bo placed under popular control.

Mr. Oowper-Temple, whose name has been given to the clause, was a Liberal M.P. and -a churchman. It was on bis motion that the clause was introduced into the Bill of 1870, during its pnssago through the House of Commons.]
