The Labour Conference carried a resolution which condemned "the enormous, ruinpus, and unnecessary growth or' armaments." Mr. Winston Churchill (First Lord of tho Admiralty) was described as "tbo most reckless sjiendthrift of politicians." Cabinet discussed tho Naval Estimates, and, it is understood, agreed to tha principle of the naval programme, requiring the expenditure of a larger sum than was allowed by tho Budget. There is a growing feeling :hat increased taxation will be necessary to carry out the programme.
