BOARD OF AGRICULTURE.

- ELECTION OP MEMBERS. FOUR FROM EACH ISLAND. The following regulations governing tho election of members of the Boa-rd of Agriculture, . constituted under the Board of Agriculture Act passed last session, aro published in the "Gazette" : I. In these regulations, "Board" means the Board of Agriculture. "Society" means a society incorporated under- tlio Agricultural and Pastoral Act. 1908.

2. The manner in which societies may .recoinmend persons for appointment as members of tho Board shall be as follows :—

(1) The North Island shall far the purposes of these regulations bo divided into four districts, having the names and boundaries set-forth under tlio heading of North Island in tbo first schedule hereto; and the South Island shall, similarly bo divided into four districts as set forth in the said schedule under the heading of South Island. One member of the Board may be appointed on the recommendation of such of the societies as have their headquarters in each of the said districts.

(2) The societies specified as metropolitan societies in the said schedule shall for tho purposes of these regulations be deemed to bo the metropolitan societies for their respective districts.

(3) The Secretary of Agriculture, Industries, and Commerce shal', not later than January 21, ill tho year 1914, and not later than the same date in every third year thereafter, send by registered post to the president (hereinafter called tho metropolitan president) of tlio metropolitan society in each of tho said districts a list giving the names of all the societies having their headquarters within the district of such metropolitan society and which wero incorporated oh or before December 31 next preceding the issue of the said list. In the event of a casual vacancy occurring in the membership of tho Board, tho Secretary of Agriculture, Industries and Commerce shall as soon as possiblo issue in like manner a similar list in. respect of the district whose representation has ceased by reason of tho said vacancy. (4) The president of tho metropolitan society in each district shall not later than tho last day of the month in which tho said list is forwarded to him send by registered post to the president of each of the other societies named in the said list a notico (in tho form set out in the second schedulo hereto; advising each society that it may send a delegate or delegates to a meeting to be held for tho purposo of recommending persons for appointment by the Governor to the Board.

Every such delegate shall be a member of the society appointing him, or, where a member of that society ,is unable fo attend the meeting, a member of some other society who is willing to attend and act as delegate for tho appointing socioty. (5) The meeting shall be held at such convenient centre in tho district as may be decided upon by tho metropolitan president, and on a date not later than the 121 st day of tho month net following the issue of tlm notice of l the meeting. The notice shall give full particulars of tho placo and tune at which tho meeting will bo held. (G) The metropolitan president shall bo the delegate or one ot the delegates of tho metropolitan society at the said meeting, of which he shall bo chairman, and he may exercise thereat a casting vote in adddition to a deliberative vote.

(7) Tho voting at tho said meeting shall bo by ballot, and, except as provided in sub-clause (10) hereof, every delegate of a society may exerciso one vote and no more.

(8) No person except tlio delegates of societies nnjncd in the list supplied a3 aforesaid by tho Secretary of Agriculture, Industries, and Commerce shall spoak or vote at the said meeting, and every delegate shall beforo speaking or voting produce t-o tho satisfaction of tho metropolitan president a 1 document signed by tho president or secretary of ono of tho said societies, certifying that tho delegate has been duly appointed by tho said society to attend tho said meeting, and sotting out the number of financial members comprised in the said society on the 31st day of December next preceding tho dato' of the meeting. (9) Every society advised as hereinbefore provided to bo represented at any such meeting may send thereto one or moro delegates as stated in tho certificate referred to in tho last preceding sub-clause.

The number of such delegates shall not exceed the following scale:—4oo mombers or under, one delegate; over 400 mombers and not over 800, two delegates ; over 800 members and not over 1200, three delegates; over 1200 members, four delegates. . '

(10) If any societv fails to send to any such meeting tho full number of delegates corresponding to the membership of the society, the delegate or delegates sent by the society may exerciso the full number of votes which tho whole of the delegates of tlio society would havo been entitled to exercise if present at tlio meeting.

(11) At tho time and place appointed for any such meeting tho metropolitan president shall invite tho delegates to nominate persons to bo recommended to tho Governor for appointment to tho said board, and if more than one person id thereupon nominated shall take a. Vote as between tho said persons. (12) Tho metropolitan president shall within three days after tlio said meeting notify to the Minister of Agriculture by. registered letter tho names of all persons 'so nominated, and if a vote has been taken, the number of votes cast for each. Tlio persons so nominated shall thereupon be deemed to havo been recommended to the Governor in the order indicated by the number of votes cast for each. 3. Subject to tho provisions of Clause ii hereof, each membdr of the said Board shall when absent, from home on tho business of tho Board, 'be entitled to a refund of his expenses of locomotion, and to a travelling-allowance of one guinea for each day or part of a dav during which ho is so absent. 4. The Board may, subject to the written concurrence of the Minister of Agriculture, set up one or more temporary special committees consisting wholly or partly of persons not members of tho Board to inquire into aiid Teport to the Board upon, any specified matter or matters. 5. Excepting in tho caco of his locomotion expenses and travelling-allow-ances in connection with attendsnco at meetings of tho Board, no member of tho.said Board shall incur any charge against tho public funds witliout first obtaining the written authority of the Minister of Agriculture. 6. The undermentioned officers may. unless otherwise requested by tho president, attend any meeting of the said board: —. The Secretary of Agriculture, Industries, and Commerce, tho Inspector-Gen-eral of Schools, and tho Under-Secretary of Lands.

_ Such officers shall cxerciso 110 voto in tiie proceedings' of tho Board, but if in tho opinion of tho President of tho Board the subject under discussion affects, or is likely to affect,' tho Department to which any such officor is attached, tho said officer, with tho permission of the President, may take part in tho discussion. FIRST SCHEDULE. North Island. 1. Tho Auckland District.—Comprising tho Provincial District of Auckland, except tho Counties of Waiapu, Waikolui, and Cook. Metropolitan Society: Tho Auckland Agricultural and Pastoral Association. 2. The H.nvkc's Bay District.—Comprising the Provincial District of Hawke's Bay. together ivith the Counties of Waiapu. Waikohit. and Cook. Metropolitan Society: Tho Hawko's Boy Agricultural and Pastoral Society.

3. The Taranaki District.—Comprising tho Provincial District of Taranaki. Metropolitan' Society: Tho Taranaki Metropolitan Agricultural and Pastoral Society.

4. Tlio Wellington District.—Comprising tho Provincial District of Wellington. Metropolitan Society; The Mariawatit and West Coast Agricultural and Pastoral Society.

' South Island. 5. Th© Marlborotigh-Nelson-Wcjitland District—Cromprising tlio Provincial Districts of Marlborough, Nelson, and Westland. Metropolitan Society: Tho Nelson Agricultural and Pastoral Association. 6. The Canterbury District.—Comprising the Provincial District of Canterbury. Metropolitan! Society: The Canterbury Agricultural and Past-oral Association. 7. Tho Otago District.—Comprising; the Provincial District of Otago, except tho Counties of Southland, Wallace, Lake, Fiord, and Stewart Island. Metropolitan Society: .The Otago Agricultural aud Pastoral Society. 8. Tho Southland District.—Comprising the Counties of Southland, Wallace, Lake, Fiord, and Stewart Island.
