Colonel Gnethnls, the canal engineer, has been officially appointed the canal zone governor. . MR. BRYCE OBTAINED A PROMISE. (Rec. January 28, 11.30 p.m.) Chicago, January 27. It is reported in the Press that before Mr. Bryco (British Ambassador) left Washington; he secured President Wilson's promise to use his influence to secure the removal of discrimination favouring American vessels in connection with the Panama Canal charges. LEADERS WAITING FOR A LEAD. (Rec. January 28, 11.30 p.m.) Washington, January 27. Political loaders are awaiting Dr. Wilson's promised puhlic statement regarding tho Panama tolls before taking .any definite action. It is stated that some democratic Senators under the President's load are willing to reserve their previous vote, favouring freo tolls. Mr. Adanmon is confident that this resolution will pass. The Hay-Pnunceforo Treaty was signed on November 18, 1901. bv the representative plenipotentiaries of Great Britain and the United States. It provided, inter nlia, that the Panama Canal should bo free and open to vessels of commerce or of war of any nation, without discrimination in the matter of .charges, etc.
