Charge's havo been mado to tho effect that- Japanese naval officers received bribes from-'certain German armament firms. Tjlo affair is likely to becomo a political issue of the first magnitude in Japan, and threatens to shake the Ministry. The "yellow" press is making vicious personal attacks. Tho Premier and tho Minister of Marino repudiated tho assertions' and promised tho fullest inquiry, but there is a widespread belief that corruption exists.
