Tlio "Daily Mail's" Berlin correspondent' states that it is freely admitted that Germany has suffered a diplomatic defeat by the withdrawal of all semblance of military authority from Liman Pasha (the G errnan officer commanding at Constantinople). _ The Ivaiser, with whom the idea originated, is blamed. Vienna, January 23. A telegram. from Constantinople states that the Grand Vizier has informed tho British Ambassador that Turkey has declined to recognise the de-l cision of tho Powers on the Aegean question, and will spare no effort to regain these most important islands.
