The Siemens-Schuekert Company, in reply to Richter's allegations concerning the selling of engineering secrets to Japan, point out that all their naval business with Japan is done through native agents, on commission. They deny paying commission direct or indirect to Japanese officials. . Richter's action wns an attempt to blackmail the iirm, and was immediately reported to tho prosecutor, and to the Japanese Government.
