The leaders of the trades unions urge members not to sign the master builders' proposed "fine pledge," as some question its legality. Tho Associated Chambers of Commerce, in a letter, urge Mr Asquith (tho Prime Minister) to institute a judicial inquiry into the working and effect of the Trade Disputes Act. In its request, tho association emphasises the existence of the prevailing unrest, violence; and intimidation', which accompanied the recent strike. ,
