CaillauXjv French Minister" of Finance, in a memorandum, proposes a super-tax yearly on incomes derived from invested capital yielding interest over £1200. A deduction of 4200 would ho allowed for every dependent child. M. Caillaiix proposes that incomes up to £-1000 will pay 1J per cent.; up to £8000, 2.63; up to £20,000, '3 3-10; £40,000, 4 3-20; £200,000, 5.83. Ho estimated that the tax would yield £7,000,000. M. Briand's Social-Democratic party has adopted at a meeting a policy which includes, firstly, national defence; secondly, to uphold the secular laws; thirdly, to improve tho Parliamentary system by eliminating tire biddim.: of political groups. The manifesto appeals to all tho various groups to unite in defence, the separation of Clmrc-h ami State, education, and laws to scenic electoral and fiscal reforms. Ono hundred and two deputies, including MM. Bartlwu and Miller, ami Deputy Wilson attended.
