NOTICK is hereby given that at- a Special Meeting of tho Aliramar Jfarough Council, helil on the 18th tiny of Deccmner, IUI3, the following resolution ■was passed:—. The Aliramar Borough Council hereby makes by Special Order the following Bylaw in pursuance nml exercise of the iiuthorities and powers vested in it in that behalf by th« provisions of "The Municipal CorporaiioM Act, 1!W8," and its amendments, nnd in pursuance and exercise of every other power and. authority (if any), enabling it hi that bclinlf. The short titlo of the By-law is the Building By-law, 1918. The objects and purport or tho By-law are to make provision respecting Buildings, their sites ami foundations, constnuctibii, arrangement, and repair, the Mode in which, and tho materials with which they are erected and repaired, for securing stability, prevention ot lire, public safety, and tor purposes of health and for regulating buildings of a public character, frontages and open-air spaces, and tho prevention of overcrowding, revoking the Buildins: By-law, 1905. Building!! to be 'subject to control of Council, permits to bo applied for and plans lodged with Engineer before commencement of work, i'orm of application and details as-to plans! sections, etc., to bo supplied. Conditions under which permits issued, Penalties hereunder, Form and effect of permit. Conditions as to construction of buildings whether in brick, stone, concrete, or otherwise. Height of vrhlls, provision as to cross walls and partition walls; provisions for subdivided buildings, foundation walls, party walls, bonding of brick trails, timbering of excavations, testing and bearing capacity of soil, foundations of brick,.-stone, or concrete wails, piles, pier .foundations, footings, and offsets. Damp crosses, thickness of various classes of walls, height of buildings and extri conditions in connection with various heights, requirements and class of materials, to be used in wooden or frame buildings, erection of outbuildings, greei:houses, etc.; conditions as to hollow walls, parapets, pediments, ornaments <jn parapets, erection of iron ladders on certain buildings, restriction as to cellars, areas and aroa gratings, basement, etc., strength and class of wood and iron joists, floor hoardings, roof coverings, qtuditi&s of iron roofing, restriction of mansard roofs, use of timber plates, bearing of timber?, conditions of grounds underlying buildings and sites, ventilation of buildings, and admission of light lo same, heights and floor areas,of dwelling or sleeping rooms, restriction as to frontage and area of sites for buildings, open spaces required for various buildings, power of Council to dispense with provisions re frontages in certain cases, provisions for shop and dwellings combined, offences re open spacee'and frontages, power to require removal of buildings obstructing frontages or open space, introduction through walls of pipes into buildings, removal and reerection of buildings, where concrete bands necessary, construction and upkeep ol stables, retaining walls, passage ways, requirements as to material? used in buildings, construction of furnaces, fireplaces, etc.. position, construction of furnaces, forges, oven, detached stoves, coppers, smoke and curing-houses, projection! on buildings, erection and maintenance of verandahs and balconies over streets, paving footpaths, provisions to sign-boards and skysigus, enclosure, construction and class of elevators, construction and r.rran'gsmcnts of theatres, places of public assembly, and buildings of n public character having regard to public safety and preservation from, fire, conditions as to construction of 'churches, schoolrooms, public halls, and hotels, boardinghouses, etc.. requirements to obtain permit for deposit of building materials, erection of scaffolds, excavations on streets, carting over footways,' fees for examination of plans, permits, etc., inspection of buildings by the Borough Engineer, notices to be siven before eommonmnient of any work, covering any foundations, powers of Council "to cut into, lay open, or pull down buildings, power of Council in respect of work begun'or done in contravention of By-law, form of applications and permits, persons liable for breaches of By-law; AND notice is further given thnt tho said Resolution will ,be submitted for confirmation at Hid Ordinary .Meeting- of ■the Miramnr Borough Council, to bo held on FTUDAT. the 23rd dav o/ January. 1014. at the Town Hnll. Mimmar, at 7.30 n.ni." when tho date on which the said By-law will come into force will be fixed.

The objects and purport ot the By-law are to provide' for conditions ill respect of supply of water to residents of the Borough, form of applications fdr supply, laying of and nature of pipes and connection and fittings required, fittir.es required for boilers, urinals, w.c.'s, lift?, .engines, approval of fittings by Engineer, charges for testing fittings, materials, and requirement of cisterns, joints,--baths, and their construction, method of charge for water supplied by meter, fixing cost and protection of meters, and reading of same and rendering of accounts, removal, testing, and repair of meters, definition of ordinary and extraordinary supply, form of agreement for extraordinary supply, offences by misuse of water, extraordinary supply tested by meter, restriction re fire cocks and hydrants, hoses, power o£ Engineer to demand installation of new service ami fittings to replace defective fittings, notice required to instal or alter fittings, qualification required by persons to make connections, etc., and conditions under which same may lie done, permit of Engineer required for new work, rcquii-e----liients of hot water service and fittings, right of engineer to enter and inspect iittings, etc. No guarantee by Council of uninterrupted supply, storage systems, power-of Council to prohibit use" of ■extraordinary supplv, provisions of ordinary supply to apply to extraordinary supply, supply outside borough, rewards lor information re offences, fixing of new tap washers by Inspectors, responsibility of owner for repair of fittings on premises, Power of Council to piill down work on contravention of By-law and recover cost; AND notice is further given that the taid Resolution will. bo submitted for confirmation at the Ordinary .Meeting of the Miramar Borough Council, to be held on FRIDAY, tho 23rd day. of January, 1914, at the Town Hall, Miramnr, at 7.30 p.m., when tho date on which* tho paid.
