Stoppages in drains, alteration in plans submitted, persons for whom work "done liable for breaches of By-Laws a3 well as drain-layers or plumber, except where sewerage and water supply not extended, offences bj drain-layer or plumber, notices of noncompliance to be given by Engineer, and provisions in case of neglect or refusal to i comply with. Engineer's notice, constitution of forms of consents given by Council, existing premises, to conform" to By-Laws.
