It cannot bo'for the ultimate good of any community that the individual who' steps into a, stream of busy traffic with-' out looking ahead, the silly ass who crosses a crowded tlioroughfaro whilst reading a newspaper, or tho selfish brutes who stroll tlirßO-ahreastdown' n Marrow fairway, should be so protected by "grand-motherly" by-laws as : to' porpetnala their kind to inherit their infirmities.
