RECENT CASE IN MELBOURNE. By Telegraph—Press Association—OoDTrJeht Melbourne, December 31, . -Tho Chief Secretary (Air, Prendcrgast) has informed the Commissioner of Police that in future, suspected persons must not bo subjected to the third decree system of examination by tho Victorian police, 1 which system, ho points out, really amounts to torture.
An outcry was raised in Melbourne a '.few days ago in connection with tho severe .examination at the hands of tiio police authorities of the husband and children of the woman Newman, whose (tenth bv suicide was followed by sensational disclosures of baby-fnrimni} scandals. The husklnd was subjected to an ordeal .lasting for H honrs, while the children were kept on the rack for twelvo, hours. . "
