Cailiaux) has informed the Finance Committee that tho money voted for building barracks for tho accommodation of soldiery during their three years' service has been exhausted, and has asked the committee to authorise him to proceed' with this construction and incur other expenses for this part- of the defence scheme without waiting fo.' further credits.
