DISSENTIENT VOICE AT RECENT CONFERENCE. By Tolcgraph-Press Association-CopyriEht London, December 26. Mr. Andrew Furnseth, representing the American seamen on the Life-Saving Conference, refuses to sign tho report, claiming that it lowers the standard of safety of ships. It is believed that Mr. Furnseth has resigned.
