SURVEY OF NATION'S FINANCE.

The French Chamber of Deputies, by 330 votes to 161, has favoured a policy of electoral reform based on «i scrutin tlo liste, with representation for minorities. Tho delay in arranging for the method of financing tho triennium service is dislocating tho Bourse. One factor in tho situation, is tho late Premier's (M. Caillaux) personal unpopularity. His portrait has, been greeted with hisses at Cinema shows. M. Callaux, Minister for Finance, proposes to covcr tho expenditure of tho three years' military service by annuities raised by tho Treasury bonds, tho first annuity being six hundred million francs. Financial experts estimato that tho French National Debt now totals £124,000,000, whilo it will requiro £100,000,000 to placo tho national finances on a sound basis.—Sydney' "Sun" special.
