Professor Loarmprecht, of Leipzig University, has caused anxiety to the military by publishing a letter he received from tlio Imperial' Chancellor, Hcrr von Bothmann Hollwog, in June last, in which tho Chancellor compares' tho national ideals of France, Britain, and Germany, to tho last-named's disadvantage. Tho letter , admits that Governments can only stimulate tho expression of these ideals, and the main work lies with the peoplo themselves.- If Germany wishes to pursue n world policy she must follow French and British ideals. The Germans arc, a young people, with a too innocent belief in force, and an inability to appreciate finer methods of government. Tho Chauvinist Press declare that Hcrr von Hollwog would do better as a University professor than a Chan« ccllor,
