It promises shortly to announce measures intended to moot the situation, and intends to loyally enforce the triennium military service. LOANS BEGIN AT HOME. (Ree. December 13, 0.10 a.m.). Paris, December 12. M. Cailhtux has announced that tho loan had been withdrawn, but tho Government intended to reserve- its resources in tho country for tho country's loans before considering outside loans.
