The Prime Minister, Mr. Asqiiitli, speaking at Oldham, sri-id that if tho expenditure by Britain and Europe were 'maintained at tho present rate during tho next ten years it would cause grave disquietude. Britain bus faced by a demand for increased educational expenditure, and the time had come to re-oxainino the whole system of taxation. Haphazard rebates and graduations under tho Incomo Tax should bo replaced by a more eqnitablo incidence.
