CHARGES AGAINST MILITARY OFFICERS. Walker, Captain J. Fowies, and Lieutenants G. R. Barlow, T. Potter, and W. J. Airnsirohg, the legal authorities havo advised the War Office that tho eourtmartiai's jurisdiction is too limited for action, which further inquiry shows to be necessary in connection .with canteen inquiry. Tho court-martial has boon suspended and tho arrest of tho five officers withdrawn. The point otrfc that a court-martial m time of peaco has no .power to forco civilians to give evidence.
