ALLOCATION OF THE COST. His Worship the Mayor (Mr. J. P. Luke) wits approached yesterday with aii inquiry as to whether the matter of the (settlement of tlto allocation of the. cost of construction and maintenance of the Htitt .Road had been advanced at all. Ic will be remembered that Mr. 'Short, as commissioner, heard evidence, and recommended that the cost and maintenance of the reformed road he apportioned among the benefiting local bodies. Even when so apportioned tho amounts appeared to be heavy enough to upset tho financial stability of some of the smaller local bodies. On this point tho Mayor stated yesterday that the amount* were so presslve that the Mayors of the local authorities called on the Prime Minister as a deputation, and pointed out- to him that Mr. Short's allocation for the work was one that was impossible for the smaller local bodies to give effect to without tioing up their finances and briugintc about a cessation, of some of the works in progress and other needful works in contemplation. It wiss pointed out- to the Government that there was no doubt that tho very heavy cost of the work arose out of tho fact that tiio railway line had to be altered at tho same time, which work had been dono in a most expensive manner. The Mayor on that occasion suEßestod that a "settlement could probably bo brought about on a bnsis of the payment of 50 per cent, of the allocation made by Mr. Short on tire part of the local authorities interested, tho remaining 50 per cent, to be borno by the Government as a party to the cost of carrying out work on what is one or tho chief urterial roads of. tho district. He (Mr. Luke) had also stated at the- deputation that tho commissioner himself had advanced the idea, that the local bodies would in all probability request a settlement on some-such basis. "I think." said the Mayor yesterday, "that tho Government would/,bo dome rWit in accepting that suggestion. As to" tho financial aspect of the matter that would have to bo considered separately bv each local body. There is a suggestion that tho Government mißlit advance tho money for tho purpose on the linos of tho system that obtained years ago, whereby advances to local bodies could bo paid off principal and interest, in 38 years by means of _a Rink'niE fund. He did not believe- m loading the present community with tho wholo of tho debt incurred so innocently bv tho local authorities, ns it would have tho effect of items np tho 'finances of the smaller bodies and postponing indefinitely the carrying out of needful works."
