THE NEW BILL.
APPLIES TO UNREGISTERED UNIONS.
Tho Labour Bills Committee of tho House of Ecprcsuntativcs reported yesterday oil the Industrial Conciliation and Arbitration Hill, introduced earlier in tho session. The committee recommended that Part C, and Sections lfl-1, 158, and IGS of Part 7 only be proceeded with, and that the Minister bring down a new Bill containing these parts. The parts of tho Bill referred to apply only to societies of workers who are not bound by an award of tho Arbitration Court, and to tho employers of such workers. Briefly, the Act provides that workers must give notice of their intention to strike, and on receipt of the notica Hie Minister must refer tho dispute to a Labour Disputes Committee. If tho committee fail to effect a settlement in fourteen days, then a secret ballot of tlio workers must be taken under tho supervision of tho Registrar before the workers can striko legally. Penalties are provided for un. lawful strikes, and also it is made a, punishable offence to aid and abet an unlawful striko or lock-out. Mutatis mutandis, tho same provisions apply to lock-outs, but the penalties for unlaw, fid lock-outs are higher than for unlawful strikes.
