Washington, December 2. President Wilson, in a .Message, to Congress, expressed the belief that the Huortan regime was crumbling, and that there would be no peace in Mexico until Huerta resigns. President Wilson advocated self-gov-ernment for Hawaii and Porto Rico, which Jio urged as another step with tho simdar object aimed at in tho Philippines. FEDERAL TROOPS IN FULL RETREAT. (Rec. December 3, 0.15 p.m.) Mexico City, December 3. Tho Federal troops arc retreating on the capital, and abandoning Guaymas, Chihuahua, and other important strategical positions. Seven of tho Federal generals offered to surrender at Juarez, stating that Hufrta's Government was bankrupt, the soldiers were unpaid, and that tho oil companies throughout Mexico had cancelled'their contracts to supply tho railways with oil fuel. U.S. WARSHIPS LEAVE . MARSEILLES. (Rec. December 3, 7.15 p.m.) London, December 2. The American squadron has left Marseilles. Two battleships and dispatch vessels which were going to Gibraltar were instructed by telegraph from America that all vessels in the Mediterranean should proceed immediately to Vera Cruz. Provisional contracts' have been signed by Berlin and Vienna houses for the delivery to Mexico of 50,000 Mausers and 1,000,000 cartridges. ZELAYA oVnICABAGUA. Washington, December 2. Ex-President Zelaya of Nicaragua, who is under a charge of murder, has agreed to return to Barcelona aftertransacting the business which brought him to the United States. Tlic-Niearaguan Minister lias 'telegraphed his Government asking for tho cancellation of tho extradition proceedings on the basis of an agreement that Zelaya will -undertake not to meddle in Nicaraguan. affairs while he remains in the United States.
