MR. CHURCHILL'S "HOMDAY"
REDUCTION OF ARMAMENTS WEL COMED BY UNITED STATES. By Telegraph—Press Association—Copyright Washington, December 1. The Secretary to tho Navy, reporting on the Naval Estimates, welcomes Mr. Churchill's (British Lord of the Admiralty) suggested naval "holiday'''—a much-criticised proposal for an international compromise on navy construction—and proposes that tho United' States issue invitations to the Powers to hold a conference to discuss the matter of a reduction in armaments. Mr. Daniels recommends the consi ruction of two Dreadnoughts, eightdestroyers, and eight submarines during tlio current- year. Ho points out that tile United States is now building seventeen destroyers and twentyone submarines, with the-necessary suplily ships.
