APOLOGY TO RUSSIA.
PORTE'S REGRETS FOB KAVALKY MUSTAPHA. By Telegraph—Press Association—Copyright Constantinople, December 1. Tho- Grand Vizier has expressed to M. do Giers, tho Russian Ambassador, his regret in connection with the case of Kavalky Mustapha (sentenced to death for participation in the murder of Shcvkct Pasha, Turkish Grand Vizier), whoso arrest wag made aboard a Russian steamer, tho Russian Consul, it is alleged, having been misled by representations that Kavalky was an ordinary criminal. M. do Giers has declined to accept a verbal statement, and has requested a written explanation. He has also demanded tho dismissal of Aymi Bey, Prefect of Police, who is said to have been responsible for the deception. Thereupon tiio Grand Vizier furnished a written apology, and notified that Ayini liey would be degraded.
