CONTROL OF HOSPITALS.
THE NEW BILL, The principal features of the Hospitals and Charitable Institutions Amendment Bill were explained by the Hon. It. 11. Rhodes when it was introduced in the.- House of.. Representatives, viio new sub-section" ■■• reads;—"ln tho event of any dispute arising botween two boards in regard to liability for relief granted under this section, Ih© same shall be referred to tho Minister, whoso decision shall be final, and shall bo binding on the said boards." The penalty clause mentioned by the Minister provides that if tha secretary, treasurer, or any other officer of a board who fails to carry out his duties under tho principal Act or regulations made thereunder (in regard to furnishing returns and so forth), or if any person having tho custody or control of any of the books or papers relating to tho board's affairs fails to produce tho same when so required by tho Inspector-Gen-eral or any officer appointed by tho Inspector-General-in that behalf, ho Bball on conviction be liable to a flno iiot csecdinjT £50,. recoverable summar. ily on the information of any person appointed in. that behalf, cither generally or in any particular case, by tho Minister.
