SHIPPING REGULATIONS. By Telegraph—Press Association—Copyrieht ; Washington, November 21. President Wilson has issued a proclamation fixing the basis of tho measurement of ships passing through tho Panama Canal. The rules define strictly tho cargo capacity of vessels, and follow largely those ill use on the Suez Canal. Tho previous tolls already fixed arc not affcctcd.
